Dear fellow Karenni people,
According to Article 32 of Karenni State’s Interim Measures, I am reporting on current matters and issues handled by the Karenni Interim Executive Council throughout a one-year period in order to inform the public. First, I’d like to express my best wishes for health and happiness to everyone in Karenni State, the Karenni diaspora who are living in other parts of Myanmar and overseas due to various issues, and all those who are actively contributing to the revolution in all sectors of Karenni State.
Our Karenni Interim Executive Council was established exactly one year ago today, June 6th, 2024. On this one-year anniversary, we will make a brief overview of the issues that have been and continue to be addressed by our Executive Council, in honor of those who have collaborated with the Interim Executive Council. Despite countless problems and challenges, our Karenni State is steadily gathering pace in the pursuit of a federal democracy based on self-determination, equality, and self-governance, among other things. In other words, in accordance with Karenni State’s interim measures, we have been able to carefully set the groundwork for the new administrative road that we seek.
Over the course of a year, our Interim Executive Council achieved several triumphs while also facing numerous challenges and hardships. There will inevitably be monitoring, scepticism, and reservations about our Interim Executive Council, therefore we must collaborate with the public and seek to accomplish more. We have all lived in fear under the various types of rules imposed by successive tyrants. In light of the actual implementation over the last year, the people and the public will consider what type of Interim Executive Council we will be. In this time of crisis, there are advantages and disadvantages to running the administrative, but we are fully aware and recognize that we are laying the groundwork for a fundamental administrative system for the construction of a federal democratic union that not only Karenni State, but also ethnic brothers, hope for.
The Interim Executive Council is putting together and building a governance system that is all inclusive and in accordance with fundamental values such as “unity, collective leadership and collective decision-making, transparency, responsibility and accountability, recognition of diversity and minority rights, and ensuring and strengthening women’s participation”. Furthermore, the Interim Executive Council has constructed, within a year, a people-based governance structure that incorporates all representatives of the people and forces that should participate, in accordance with the five objectives listed below:
(1) Implement Karenni State’s governance in accordance with State Interim Measures.
(2) To ensure the safety, security, and fundamental requirements of the populace.
(3) Implement rule of law and transitional measures as directed by the State Consultative Council.
(4) Become a member of the Federal Union, ensuring human rights, democracy, national equality, and self-determination.
(5) Implement a governance system based on the right to self-determination of a member state.
The collective leadership governance mechanism has been implemented by forming Township Governance Councils and Township Joint Governance Committees of seven to nine members, including four to six people’s representatives elected by the public and three representatives from local ethnic revolutionary forces.
In addition, we have established eight departments to provide public services to the population based on their sectors, however they are neither comprehensive or adequate.
The Karenni State Police (KSP) was established to carry out public safety and law enforcement activities within the public security and rule of law sectors. We have extended and opened 15 police stations and 10 police guard posts in Karenni State, with a total of 585 police officers appointed and deployed. By the end of 2024, the police force is expected to have 1,000 officers.
In the health sector, we formed a health department and collaborated with health organizations in Karenni State to provide basic health services, treatment, and prevention. Over the course of a year, we established more than 60 clinics and one public hospital throughout Karenni State. Our hospitals and clinics have treated over 50,000 civilians and revolutionary troops.
Similarly, in 2023 and 2024, we were able to vaccinate 7,000 children in Karenni State on two occasions. Furthermore, to ensure that rural residents have access to health care, we are expanding clinics and organizing mobile clinics. In addition, the health department has been working to develop prosthesis installation workshops, technical trainings for injured and disabled people, and revolutionary fighters, as well as monthly food assistance.
We implement and operate in three fields of education: basic education, higher education, and vocational education. We were able to open the Arts University in collaboration with the Karenni State Provisional University Council to provide young people with ongoing access to higher education. In the basic education sector, we were also able to provide support to basic education schools in villages and IDP camps, as well as financial support (grants) for 3,500 teachers and assistance in the establishment of self-help schools through collaboration with Education Boards constituted by township.
In the vocational education sector, we were able to recognize, encourage, and promote the establishment of a nursing university and a medical college. Furthermore, we have been able to help vocational training schools in the field of handicrafts, as well as recognize and support youth capacity building alternative schools that have been established for the young generation to continue studying and learning.
Similarly, in the humanitarian sector, we collaborate and implement with humanitarian relief organizations and IDP committees in various regions to ensure that money collected reach people in true need. During the year, we provided emergency response and food distribution to up to 150,000 IDPs. Furthermore, we have raised awareness about civilian protection, provided all available help to the families of civilians who have lost their lives or been injured, and assisted those who are suffering from a lack of drinking water.
I would also like to provide a brief update on the availability of cash for these services. Between June 2023 and May 2024, tax collection, the National Unity Government, international donor organizations, Karenni diaspora living in third countries, and individual contributors contributed a total of 8,301 million Kyats. Out of an overall budget of 8,301 million Kyats, 6,187 million Kyats have been allocated and spent on various sectors.
Not only is the Karenni Interim Executive Council working to attain these circumstances and carry out these tasks, but others are as well. The Karenni Revolutionary Joint Forces, Karenni civil society organizations, forces supporting the revolution from various sectors and angles, those who participated in the civil disobedience movement, political parties, the Karenni State Consultative Council, the Karenni State Interim Parliament, the Karenni State Judiciary, and other branches, including the people, have all expressed solidarity.
Mutual understanding, trust, inclusive participation, contribution, and support are critical for developing an interim government structure with the goal of establishing a future Karenni State. Everyone must cooperate and aid one another. We urge the people to advise and maintain our Karenni Interim Executive Council on the right route. We will confront numerous obstacles and challenges in establishing the federal democratic union that we all desire, and we will need to make significant investments and sacrifices for a new system, making it impossible to proceed on an individual or organizational basis. Success will only be realized if everyone works together in a balanced effort to combat evil dictatorship.
In conclusion, I would like to say that this is a summary presentation of the Interim Executive Council’s progress report for one year, and I would like to express our gratitude on behalf of all of us to individual people from inside and abroad, organizations who have and are still donating funds and materials voluntarily and enthusiastically for the needs of the people’s revolution during the past three years, and our sincere apologies for not being able to mention each and every one specifically in this presentation. Let us all keep fighting together to create a new system, a new mind and body, and a new future as soon as feasible. I pray that everyone is safe from this calamity and can start a new life as soon as possible.
